How do these neutral governments resolve this dilemma between policy and practice? What restrictions do they place on arms sales? What are the prospects for alternatives in neutral arms sales? Comparing and contrasting these nations' declared policies with their actual sales of arms abroad, Hagelin demonstrates that, although they share political neutrality, they do not have a common pattern of arms sales. In fact, none of these states has implemented a truly restrictive foreign military sales policy. Hagelin concludes that a nation's formal policy is far less important than its informal attitude toward neutrality in determining foreign arms sales.
